Procedures and requirements in bringing a dog or cat to the Philippines

Before you wish to bring a dog or cat with you to your trip to the Philippines, you must secure an approved Sanitary and Phytosanitary Import Clearance (SPSIC) issued by the Department of Agriculture-Bureau of Animal Industry. SPSIC is a document that can be secured online through a website link.

Requirements to secure an approved SPSIC through the website

1. Vaccination and Antiparasitic Records (both for internal and external parasites);
2. Proof of microchip;
3. Photograph of the actual pet;
4. Pet passport (if available/applicable)

Other reminders:

1. All documentary requirements must be submitted online. Ensure that the documents are in PDF or JPG format. Multiple pages of document must be merged into one document and each file must be less than 5MB.
2. The maximum number of heads for one-time importation is 3 heads.
3. The validity period of the import permit is only 60 days.
4. Present the approved SPSIC to the veterinary authority of the exporting country to obtain an export permit (EP)/international veterinary health certificate (IVHC).
5. The information in the vaccination record/card must match/be the same as the details indicated in the EP/IVHC. The name of the consignee/consignor must be the name written in the EP/IVHC issued by the veterinary authority* of the exporting country.

*Veterinary authority is defined as the government agency in the exporting country which provides regulatory permits in the import and export of various animal related commodities.



  1.  The pets should be accompanied by an EP/IVHC issued within ten (10) calendar days prior to export/departure of the pet from the country of origin.
  2. Only dogs and cats that are 120 days and above at the time of SPSIC application are allowed to be exported into the Philippines. 
  3. Pets that are pregnant at the time of SPSIC application shall not be allowed. 
  4. In case the pets have already given birth, they will be issued with SPSIC, provided that they have given birth not less than 12 weeks prior to travel. A licensed veterinarian must also examine and certify that the dam and the puppies/kittens are healthy and fit to travel.
  5. The pets should have a valid vaccination, administered by a licensed veterinarian against the following diseases:

For dogs

  • rabies - initial rabies vaccination should not be less than 14 days prior to application of the SPSIC. For annual booster shots, the animals may be shipped immediately upon vaccinationDogs should be vaccinated against rabies at a minimum age of 84 days.
  • canine distemper, infectious hepatitis, canine parvovirus, canine parainfluenza, and leptospirosis vaccination (at least one dose) must be administered at least 14 days before the application of SPSIC.

For cats

  • rabies - initial rabies vaccination should not be less than 14 days prior to application of the SPSIC. For annual booster shots, the animals may be shipped immediately upon vaccination. cats should be vaccinated against rabies at a minimum age of 84 days.
  • feline panleukopenia, feline viral rhino-tracheitis, and feline calicivirus vaccination must be administered at least 14 days before the application of SPSIC.


Other important notes

  1. In cases of countries free or not practicing vaccination, a certificate of no practice of vaccination/treatment from the Veterinary Authority of the exporting country must be submitted in lieu of the required proof of vaccination/s. 
  2. All vaccinations shall remain valid until the date of arrival in the Philippines.
  3. Anti-rabies vaccination of dogs and cats from rabies-free countries, based on current status with the World Organisation for Animal Health (WOAH), could be waived, provided that it shall be included as additional attestation by the veterinary authority of the country of origin in the EP/IVHC to be issued to the pet.
  4. For animals that are less than 90 days (or 12 weeks) old and have not received an anti-rabies vaccination, or animals that are between 90-120 days or 12 to 16 weeks old and have received an anti-rabies vaccination before the 14-day recovery period after completion of the primary vaccination against rabies, the Veterinary Authority shall submit a certification that the mother of the pets described have received anti-rabies vaccination before their birth and will be accompanying the litter in its intended movement;
  5. Preventive medication against internal and external parasites was administered by a licensed veterinarian to the animals not more than 91 days and not more than 7 days prior to the application of the SPSIC.
  6. An ISO-compatible microchip that can be read by an ISO-compatible reader must be implanted in the animal. For any other chips, the importers must bring their own microchip scanners.

The VHC shall state the following information, written in English or with English translation:


Complete information about the animal(s), importer/owner/exporter:

  • Breed, species, color, sex, age (in months), quantity (number of heads), and animal identification number (microchip number);
  • Country of Origin;
  • Purpose of Importation;
  • Expected Date of Arrival;
  • Name, address, and Contact Details of Importer/Owner;
  • Name, address, and Contact Details of Exporter/Owner

Complete Information on Required Vaccination and Antiparasitic Treatment

  • Last date (preferred format: mm/dd/yyyy) of immunity and/or validity of treatment as prescribed by the manufacturer;
  • Type of vaccine and antiparasitic treatment;
  • Brand name of vaccine and antiparasitic treatment;

Complete Information on the Veterinarian

  • Printed Name and Signature of administering/issuing veterinarian


Upon arrival of the dog/cat at any international port of entry, the consignor/consignee shall present to the BAI Veterinary Quarantine Officer (VQO) at the airport/port of entry the following documents:

  1. If the dog/cat will be hand-carried/checked-in in the aircraft:
  • Printed copies of the approved SPSIC;
  • Original copy of the EP/IVHC issued by the veterinary authority of exporting country
  1. If the dog/cat will be released in the cargo terminal:
  • Printed copies of the approved SPSIC;
  • Original copy of the EP/IVHC issued by the veterinary authority of the exporting country
  • Air way-bill with stamp of the airline indicating arrival.



The payment for the SPSIC can be done upon arrival at the Veterinary Quarantine office in the airport. Provided you have all the required documents, the animal/s can be released the same day.

  1. SPS Import Clearance - Php 100.00
  2. SPS Lodgement Fee - Php 55.00
  3. Inspection Fees - first 2 pets (Php 250.00/head); succeeding number of pets - Php 300.00/ head
